THE KEY QUESTION — SECOND MEASUREMENTS: ADJUDICATION MANIFEST Version 1.0 — 29 August 2026 Nullius 2140, written in dialogue with Claude (Anthropic) Anchored as ANCHOR-J1 — the first anchor of the adjudication layer: verdicts and their comparison are applications of the anchored rules (ANCHOR-P6, block 964486), not rules, and carry their own letter. This manifest is anchored before one word of the second report is written, so that the verdicts are irrevocably older than their narrative. Divergences are published unresolved, per the anchored rules. PROVENANCE Exchange sequence. Both raters committed to the SHA-256 of their verdict file before either file was revealed; the operator received and locally verified both digests, and both files were checked byte-exact against their committed digests after disclosure. The operator's first transmission of the main-chat digest to the workbench rater was an echo of the workbench digest; the rater flagged it and the correct digest was re-sent before any reveal. Neither verdict file was modified at any point after its digest was committed. Correction history of the comparison. The comparison was computed by the workbench rater; the main-chat rater recomputed it independently and, in doing so, counted a conditionality divergence on the out-of-sample subject that the comparison's divergence register did not carry; the ledger workbench confirmed the omission against both verdict files; the workbench rater added the entry (D-COND-K20) with a dated correction line and no other change. Earlier, the workbench rater had caught a pre-classified candidate inside the draft adjudication rules, removed before anchoring (see the P6 record). The correction account between the raters is even, and both corrections are on the record. The verdict files disagree on four individual verdicts and three threshold applications; every divergence sits in a rule ambiguity the workbench file had itself pre-registered as a rules finding.
